Command and control systems – the right information at the right time in all circumstances

Support for decision-making entails creating a maximally accurate operational picture for a decision-maker. This requires solutions that are decentralized and whose data transmission is reliable under battle conditions and that have a high level of availability.

We design C2 systems for both headquarter-level and field management needs. We understand the importance of seamless cooperation through the entire chain of command, and we also deliver comprehensive systems for defense purposes. The C2 systems and comprehensive systems that we provide typically are network-centric, compatible with both national and international systems, and have high security and built-in training capabilities.

Our mission-critical C2 systems are designed and developed for use in an operational environment in which an outside party attempts to hamper and prevent their operation through both physical means and information technology. Military operational information systems must be combat-resistant and operate reliably in conditions where the quality and existence of telecommunication connections vary over time, and in which the systems are targeted through data networks.

Command center and operations center solutions

Command and operations center-level C2 systems support planning, execution and real-time management in military branch-specific and joint operations. High performance, combat resistance, and reliable information security combined with real-time data distribution provide ideal conditions for generating a large-scale operational picture and managing fast-paced situations like air defense. All the information contained in the system, including the common operational picture (COP), can be distributed to all system nodes. In addition, the C2 system can be used to create real-time operational pictures for specific needs. Link 16 integration and compliance with military standards provide joint-operation capability in national and international operations for system users on different levels.

Field Management Solutions

The field management system is a command and control system for combat troops for whom situation awareness is a prerequisite for effective operation. The system provides the prerequisites for quick decision-making by providing a leader with a real-time operational picture and information about the available resources.

An essential part of the system are the weapon system interfaces, which enable the integration of different weapon systems into an integrated C2 system. The solution is intended for real-time management of combat troops in rapidly changing situations, so specific features related to this have served as the starting point of the design.

Situational information to support troops in conflict
  • Because situational information may expire in a few seconds, the most important feature of the system is to provide up-to-date status information to the troops on the field

  • Through intelligent message processing, situational data can be transmitted in real time despite slow data communication connections

Collaboration with the leader and parallel units
  • The system allows the leader to manage the available resources and delegate tasks and commands to the desired units

  • Units can monitor the operation of parallel units in real time, so that actions such as the sharing of combat objects between units does not necessarily require actions from the leader

  • The units are able to communicate with each other and report their observations

  • If necessary, the units will also see the plans that the operation is based on

Information security in information management is a prerequisite for operation
  • The system has been developed to address both external intrusion attempts and inadvertent information leaks

  • The communication connections of the system are encrypted with an encryption solution approved by the Finnish Defense Forces

International compatibility and integration with other systems
  • The development of the system has relied heavily on international standards.The standards supported by the system include: JREAP, Link 16, Link 22, Link 1, LLAPI, APP-6A, MIL-2525B, ADatP-3, and ADatP-35
  • It is possible to integrate the system into the NATO C2 system, among others, whereby status information and commands can be transmitted between the systems

Mobile battle command

A mobile battle command system is a C2 system solution for situations where rapid mobility is critical. It provides an effective solution for combat management and for maintaining situational awareness, but does not require fixed operational premises.

The system enables management of sensor and effector unit operation in such a way that threatening targets can be effectively detected and warded off. Combat troops can be provided an accurate and common operational picture that combines a situational snapshot created by locally operating sensors and a national snapshot.

The solution is particularly intended for tactical management at the local level, so specific features related to this have served as the starting point of the design:

Chain of command operations close to the fighting forces
  • The local tactical leader must be able to move with the fighting forces and, if necessary, maintain operational capability even while in transition

  • Operational premises vary according to the situation, so it is essential that the system can effectively adapt to different operating conditions:
    • Fixed command center with multiple displays available

    • Mobile command vehicle

    • Temporary headquarters, such as a shelter in the field

  • Interference caused by the environment, such as sunshine, frost or vehicle movement, must not obstruct the operation of the system

Immediate reaction is required in fast-evolving situations
  • Situations encountered when managing at the local level can be over in a few seconds, so responsiveness is critical

  • The information displayed to the user is always in real-time to the greatest extent possible

  • The information needed for decision-making is immediately available; there is no need to operate a complicated user interface

  • It is possible to filter out information that is irrelevant to the task, so that excess information does not compromise situational awareness

Maintaining operational capability despite precarious data communication connections
  • Typically, the telecommunication connections available are slow and interference-prone radio communications, so it is indispensable to have efficient, message-based data transmission, optimized for a narrow bandwidth

  • The use of parallel backup connections improves combat resistance and enables operational capability to be maintained while moving from one area to another

  • Prioritizing the data to be transmitted ensures that the most important information is always sent without delays

  • The software-based encryption solution ensures the confidentiality and integrity of the data

Modular architecture enables the system to have a longer life-cycle by providing flexible expansion possibilities and cost-effective maintenance

Integrations of missile, communication, sensor and electronic warfare systems are examples of our weapons system integration expertise. Our solutions range from designing and manufacturing individual components to turn-key deliveries of large-scale systems. Customized system packages include embedded system, software and hardware solutions; security planning; and lifecycle support services.

We always work in partnership with either the end customer or the system provider selected by the end customer. We have the ability to act as part of demanding international and national networks. By networking with engineering and manufacturing subcontractors in Finland and other countries, we are able to tackle demanding challenges flexibly and cost-effectively.
